      to oppose the Governor's irresponsible proposed cuts
      to health and human services, and
      to promote a more fair way to balance the budget.
      Please join us for a candlelight vigil an hour before the Governor's State of the
      State address. This vigil will take less than an hour.  Candles will be provided.
       You can go into the State House to warm up and walk around but remember that you
      will have to go through security if you want to go beyond the entrance.  We are
      also trying to get an indoor space in case of bad weather but do not have one yet

    Why this day to examine the Occupy Movement?
    These are unprecedented times. We’re in the midst of an awakening 
    of People Power, a speaking out, an uprising of actions. There’s a 
    paradigm shift going on, a cultural change—thanks to Arab Spring and 
    now the Occupy Movement.
    Occupation campaigns in Portland, Augusta, and Bangor and support 
    groups and actions in all corners of Maine have brought new optimism 
    to those who have worked for months, years, or decades to promote 
    democracy and economic and social equality locally, statewide, and 
    beyond. Rarely have movements caught on as the Occupy Movement has, 
    not only with activists but also with the public and the media.
    Concepts like People Power, “We are the 99%,” democratic and 
    consensus-based decision-making, the physical occupation of 
    government-owned land, nonviolent action as a foundation, and 
    strategies that focus on transforming our society are unique and 
    exciting.
    The Occupy Movement has experienced camp closures, but its potential 
    is still huge. How can we utilize the Occupy Movement to help create 
    a vision and a strategy for social change in Maine?
    Goals for the Day
    This day-long gathering is NOT intended for decision-making (altho 
    agreements are encouraged/helpful) but primarily for brainstorming, 
    networking, information exchange, and broadening the potential for 
    the Occupy Movement in Maine. This includes encampments in Portland, 
    Bangor, and Augusta and support groups/actions in other parts of Maine.
    Some questions that will likely be addressed:
    *Why have people joined Occupy?
    *Are there historical precedents for our current occupation actions?
    *How can we use Occupy to build a long-term movement for change?
    *What are or might be some goals for the Occupy Movement?
    *What are OUR hopes and visions?
    *What are strategies Occupy campaigns can use to achieve our goals?
    *Should we renew 24/7 occupations?
    *Should some Occupy actions be coordinated statewide or regionally?
    *How can we work with other groups to achieve our goals?
    *How can different Occupy groups stay in contact with each other?

  • Rally Against Devestating DHHS Cuts!!!

    Unprecedented DHHS Budget Cuts Would Devastate Working Families, the Elderly, People with Disabilities and Maine Communities 
                                                                   *DHHS: Department of Health and Human Services
     
    Yesterday the Governor released proposals in a 2012-2013 Supplemental Budget targeting DHHS that would decimate programs and services across the State. Below we have summarized many of these proposals (the summary is long because there are so many proposed cuts).
     
    PLEASE JOIN US TO OPPOSE THESE DEVASTATING CUTS:
    RALLY to Collectively Stand up in Opposition to these Proposals:
    When: Wednesday, December 14th at 10:00 am
    Where: Hall of Flags, at the State House in Augusta
    Public Hearings are scheduled for next week as well: Wednesday, December 14th, Thursday, December 15th and probably Friday, December 16th. (We will share more details on the hearings once we have them. See www.mejp.org for updates) These will take place in Room 228 at the State House in Augusta.
     
    Proposals in the Supplemental 2012-2013 Budget
    (We understand that some of these proposals may change. This preliminary analysis is based on the language of the printed supplemental budget presented December 6, 2011.)
     
    Proposed Cuts to Eliminate MaineCare Eligibility for Multiple Groups:
  • Working Parents (21,000 Maine people): The complete elimination of eligibility for MaineCare for approximately 21,000 parents between 100% and 200% of the federal poverty level (FPL). (This proposal would also give DHHS the authority to lower parent coverage to 51% FPL without going back to the Legislature in the future.)
  • Childless Adults (approximately 18,000 Maine people): The complete elimination of MaineCare coverage for non-disabled adults between the ages of 21 and 64 without children living at home living under the federal poverty level (known in the Program as so-called non-categoricals).
  • Young Adults (over 7,000 Maine people): The complete elimination of MaineCare coverage for over 7,000 young adults (age 19 and 20) under 150% of the federal poverty level.
     
  • Prescription Drug and Health Care Assistance for People over 65 and People with Disabilities: Approximately 72,000 seniors and people with disabilities would lose some or all assistance they currently receive to pay for Medicare and/or prescription drug costs. Of the 72,000, over 20,000 (with incomes between 135-185% FPL) will lose all assistance they currently receive through the Medicare Savings Program (MSP) to help pay for Medicare premiums, co-payments and deductibles, prescription drug costs, and coverage through the so-called "donut hole". The remainder, approximately 52,000 people, will lose some assistance with Medicare and/or prescription drug costs.
  • Prescription Drug Assistance for Certain People over 62 and People with Disabilities: Approximately 5,000-6,000 low-income older adults (over age 62) and people with disabilities who do not have Medicare will lose all assistance they currently receive to afford their prescription medications through the Drugs for the Elderly program (DEL). These are individuals with serious health conditions such as diabetes, heart disease and Lou Gehrig's Disease.
     
  • Services for all MaineCare adult members: The elimination of a significant number of services for MaineCare members including the following services:
    • Adult Family Care;
    • Ambulatory Surgical Center;
    • Chiropractic;
    • Consumer Attendant Services;
    • Dental;
    • Occupation Therapy;
    • Physical Therapy;
    • Podiatry;
    • Sexually Transmitted Diseases Clinics;
    • Targeted Case Management; and
    • Vision.
  • Services for Extremely Vulnerable Populations: The closure of all Private Non-Medical Institutions (residential homes or boarding homes) leaving approximately 6000 people, including seniors and adults with severe and persistent mental illness, without a place to live and needed personal care services.
  • Other cuts to MaineCare services including:
    • Limit out-patient hospital visits to 15 visits a year regardless of health status;
    • Limit in-patient hospital stays to 5 stays a year regardless of health status;
    • Limit coverage for brand name prescription drugs from 4 to only 2 per month; and
    • Limit on Suboxone for the treatment of opioid dependency to coverage for a two-year period.
       
  • Young Children and their Parents: The elimination of all state funding for the Head Start Program, which will force programs across the state to cut a total of 235 children off the program. Head Start provides early care and education, as well as health, nutrition, mental health, social and family support to low-income families with children from prenatal to five years old.
  • Working Parents: Cuts almost half of all funding for the Child Care Subsidy Program. This will lead to a deep cut in the availability of child care vouchers for families with incomes below 250% FPL. The child care subsidy program helps parents with low income to afford the child care they need in order to work.
  • Other cuts to services for children and families including:
    • Cut the Family Reunification Program that keeps families intact and housed;
    • Cut the funding for Wrap-Around ME that assists children (ages 5-18) with serious emotional or behavioral issues;
    • Cut the Alternative Response Program that provides case management for children at risk of abuse or neglect;
    • Cut Crisis Services for people experiencing mental health-related crises; and
    • Cut services for children with serious emotional or behavioral issues living in residential settings.

    wave no one talks about,” billions of  dollars worth of wages are stolen from millions of
    workers in the United States every year—a grand theft that exceeds every other
    larceny category. Even the Economic  Policy Foundation, a business-funded think tank,
    has estimated that companies annually steal an incredible $19 billion in unpaid  overtime.
    Please join us for part of a nationwide series of actions around the issue of Wage Theft.
    It’s a crime that directly threatens the 99%!

ALERT! Serious threats to safety net programs -- like never before.
In past years, public safety net programs have been threatened with cuts but...
This year is different!

The LePage administration and some legislators have proposed cuts to safety net
programs like we have never seen before. In past years, the majority of the members
of the Health and Human Services Committee did not support such cuts but this year
they do. We are also hearing a lot of support for these cuts and other attacks on
safety net programs amongst legislators. NOW is the time to speak up!

These are the proposals that will harm people who need these safety net programs. These proposals will cause more homelessness, hunger and people unable to get the
health care they need.
  • A 5-year life time limit on TANF - with no exemptions.
  • Set a 2-year life time limit on General Assistance (proposed by legislators).
  • Cut low-wage working parents from MaineCare (incomes between 133% and 200% of poverty).
  • Stop providing seniors and people with disabilities with help paying for drugs, and Medicare co-pays and premiums (Medicare Savings Program).
  • Stop certain legal immigrants from getting help from these programs.
Don't wait to speak up. Now is the time! Legislators need to hear from people like you.
At the Citizen Lobby Day you will:
  • Get information about the proposed cuts,
  • Learn how to talk with legislators about them,
  • Write to your legislators if they aren't available to meet you,
  • Take concrete action to stop harmful cuts to these effective and important services, and
  • Stand with hundreds of other Maine people as we take a stand in favor of priorities

    In honor of Martin Luther King Day, at this month's POWER Meeting, in place of our regular monthly meeting agenda, we will be sharing & discussing THE PROMISED LAND, a 55 minute program from the award-winning EYES ON THE PRIZE series documenting Dr. King's Poor People's Campaign of 1968. We hope you will join us for an evening of discussion,  inspiration, reflection, & hope, as we begin another new year in our collective struggles to win economic rights and abolish poverty.
     
    About THE PROMISED LAND (1967-68)
    from PBS's American Experience/Eyes on the Prize website: Martin Luther King stakes out new ground for himself and the rapidly fragmenting civil rights movement. One year before his death, he publicly opposes the war in Vietnam. His Southern Christian Leadership Conference (SCLC) embarks on an ambitious Poor People's Campaign. In the midst of political organizing, King detours to support striking sanitation workers in Memphis, where he is assassinated. King's death and the failure of his final campaign mark the end of a major stream of the movement.

Dr. Martin Luther King Jr.'s actual date of birth (though Dr. King's birthday is officially commemorated on the 3rd Monday in January), we will be discussing Dr.King's Poor People's Campaign of 1968, and reflect on how this important campaign relates to the work we are doing today to win economic rights & abolish poverty. For June's movie night we'll be screening "Health Care Crisis USA" – an incredible 30 minute documentary created by Poor Voices United, a fellow campaign organization based in Atlantic City, NJ, together with the Media College of the University of the Poor. This film documents the organizing efforts of Poor Voices United members with regards to their human right to health care. Among the featured stories is that of a health care provider who can't afford her own medical needs. We hope you'll join us to watch Health Care Crisis USA & reflect on our own efforts to organize around our human right to health care, as well as to create our own video project.

    74 MINUTES About the film: On April 11, 2002, the first coup d’état of the 21st century took place: the democratically elected Venezuelan president Hugo Chavez was overthrown. Within hours, top businessman Pedro Carmona had proclaimed himself president, with the support of the United States and the direct complicity of the Venezuelan media. For seven months before the coup, Kim Bartley and Donnacha O Briain had been filming Hugo Chavez as he attempted to put into practice his election promises to end corruption and redistribute oil revenue. They had intended to make a personal profile of the charismatic leader, but current events turned the film into something completely different. The filmmakers were right on the spot at the presidential palace at the moment of the coup and Chavez’s surprise return to power less than 48 hours later. Taking advantage of their full access to Chavez, they filmed the mounting tension, the behind-the-scenes action and the street demonstrations during the whole intense period of coup and counter-coup. ***Biography: Kim Bartley: A freelance producer and director, she has directed documentaries for many humanitarian aid organizations in Africa and South America. In 2002, she produced The Hunt for Roger Casement. Donnacha O Briain: Also a producer and director, he made The Seminary in 2001. He has worked on productions in Russia, Southeast Asia and Australia and is presently completing a documentary on Irish polar explorer Tom Crean.

POWER's Leadership Council (LCouncil) is the organization's core leadership and oversight body. Its members consult on a regular basis to address any and all matters related to sustaining the organization. In addition to responding to any problems and concerns as they arise, LCouncil responsibilities range from considering and approving monthly meeting agendas to developing long-term organizational planning and strategy. POWER members are welcome and encouraged to contact the Leadership Council with proposed agenda items, ideas, & suggestions, or for help resolving problems or concerns. Consistant with POWER's mission of low-income leadership, LCouncil members are all self-declared low-income POWER members in good standing, and each has demonstrated a certain level of commitment and dedication to the organization.

Leadership Council meetings occur regularly on the 2nd Monday of every month and are
open to members of POWER's Leadership Council ONLY (call for exceptions). 

Any proposed agenda items are due the night before the Leadership Council meeting, by 6:30PM.
If you miss the deadline, send your item in anyways, just keep in mind that we may not be able to

MORE ABOUT POWER'S ECONOMIC HUMAN RIGHTS TASKFORCE:
POWER's Economic Human Rights Taskforce is our outreach & education committee. Taskforce members get together periodically for activities like going door-to-door in local neighborhoods, leafletting in various public places, etc. The Taskforce also coordinates educational events, presentations, and trainings. *A special note about testifying & speaking out
 --from your fellow POWER members

First of all, we strongly encourage each and every person who has experienced injustices relating to their right to healthcare to consider testifying and telling their story in person. That said, we also want you to know that you are welcome to send us any testimony you have anonymously. We're a low-income led organization, and many of us have been through very similar struggles, & we understand. Trust us - we really understand.

However, we really do hope you'll consider testifying. We say this knowing how hard it can be to speak out about what are often very painful, personal experiences. Many of us have struggled for YEARS to find the courage to tell our stories publicly. We know first-hand how scary it can be. But we also know what can happen when we overcome these fears. Many of us have found that speaking out about your story can be a life-changing experience. When we stood up & exposed these injustices, we turned what used to be our fear, isolation, & shame into a new sense of courage, power, & pride - and we found out that we are far stronger & more powerful than we ever imagined ourselves to be. And that, friends, is something that money just can't buy, and better still, it's something that lasts a lifetime.

But more than that, many of us have also come to realize that it is far scarier to do nothing, to say nothing. Because the fact is, the longer we refuse to speak out about these injustices, the longer these injustices will continue. And that's what the 'enemy' wants - in this case, the insurance industry, the pharmaceutical companies, the HMO's, & all of their paid-for lobbyists, debt collectors, & politicians. They rely on our fear. These enemies of justice depend on us remaining quiet, isolated, & ashamed - that way we never challenge them. Nothing would make them happier than for us to continue to quietly accept the status quo and keep on suffering under this broken healthcare system that is literally billing us for killing us.... Yes, we have the right to remain silent, accept the status quo, & we lose what little we already have. But we also have the right to speak out & demand change - and it's up to us to choose. We already know that complaining under our breath and in private conversations isn't getting us anywhere.

Millions upon millions of are suffering these injustices. We're really the majority and we really do have power - it's just a matter of us recognizing this power & gathering the courage to use it. We live in the richest nation the world has ever known - we shouldn't be dying for healthcare! The choice is ours: we can agree to remain silent & let these profiteers (and the politicians they pay for) keep stealing both our dollars & our rights out from underneath us. Or we can find our voices, make some noise, & demand some justice.

Last of all, we want to end by saying this: to all of our brothers and sisters out there with a story to share - we want you to know that above all, we will support whatever decision you make. If you're not ready right now, that's ok. Just know that we will be here for you when you are.
